style(s6): move tooling ledger create button into query toolbar

FUNC-S6-004 模工具台账管理的「新增」按钮从页头 bar-right 插槽移到查询区，
与「查询」「重置」同排，对齐 S0 工作中心等既有 CRUD 页的布局。

仅位置与按钮类型调整，openCreate 逻辑、弹窗、字段、接口均未改动。
